How do I fill in a sparse eyebrow line? 

The problem of the sparse eyebrow is to restore intensity to the line while shaping the hairs. To restore intensity to an undone line, nothing beats pencil or powder. Use a pencil or a beveled brush. Note that an eyebrow pencil will imitate the hair effect, while powder will give a denser effect. But in both cases, the material will color the skin where there's a lack of substance, giving a precise shape for perfect eyebrows. Finish with a setting gel (colored or neutral) to shape the hair, mark the brow bone and awaken the eyes.

How to draw the perfect eyebrow line? 

If your problem stems from a line that's too thin or badly drawn, then make-up is the answer.
